Ezra Taft Benson said, “In the last few weeks I have had the glorious privilege of visiting eleven of our Latin American countries […] I found they were very happy to learn that to the Latter-day Saints the Promised Land, the land of Zion, includes all of North and South America.”

Kimball, right after quoting the verse in the Book of Mormon about Liberty, said that, “It tells of the ancestries of those whose spectacular monuments are now observed in South and Central America and in the Mexican jungles.” This shows how he was open to a land of Liberty being in Mexico.
David O. McKay said, “Nations have risen and nations have perished in the Americas—a land on which it is decreed no king shall ever hold sway. To each and all of these nations the land was a blessed land, and today is even more glorious than ever. J. Reuben Clark, Jr. said, “And this land shall be a land of liberty unto the Gentiles, and there shall be no kings upon the land, who shall raise up unto the Gentiles” 2 Ne. 10:11 The unhappy, short-lived experiences of the Dom Pedros in Brazil and of Maximilian in Mexico seem the exceptions that prove the rule. George Q Cannon, when talking about kings and liberty, said that, “The Lord has also said that there shall be no kings upon this land. The attempt of Maximillian [a temporary Mexican king] is an evidence of the truth of it. Backed as he was by the power of France and Austria, particularly by France, he was killed for his attempt; for the Lord has said there shall be no kings upon this land, and that it shall be a land of Liberty unto the inhabitants thereof as long as they serve the Lord.”

This is for you [Mexican congregants], for us, and for all the good people who live upon the land of America. Protection against enemies has been promised. In all the Americas, neither kings nor emperors will combine to take the land. Great promises are given us, if we live the commandments God has given us.”
